A giant magic circle appears in the sky, shimmering with colours reflecting that of the city. Balloons of every colour start falling from the sky.
GO!! And now, with Grayhold standing at the center of the city, Rainbow Rumpus Party Town shines brightly, but empty as if awaiting residences. It's true purpose not yet realized. I begin dancing, with the backup dancers following suit. The city faintly hums and the magic circle resonates.

Appearing in the center of the Flash Mob via teleportation, I rev up the APAWA loudspeakers at the penultimate nonlethal volume setting, link them to the DJ's soundboard, and begin firing Drop the Bass into the air at random while hovering over the others with my Mini-VASIMR jets.

The Inhibitation feature of the goggles seems to bottle the energy up that would be normally used on Auravision, as it is not being used. My eyes glow violet for a good ten seconds. That is not the odd part, nor the spectacle. Hundreds of bolts of violet lightning leap off from my glowing eyes, and electrocute Bill. Before anything gets out of hand, I re-equip the goggles. This could be useful... for now, I cast Dispel Inhibit.
Heh. I walk around Rumpus Rainbow Party Town. The drinks and food are here, as was expected, as is the cutlery. All is going to plan, I think. In other words, I teleport into the Flash Mob. Now, we shall have to see what occurs.

Also actually using the actual charge time stuff for it. It rains down, increasing the flash mob's flashiness...

Sure. I take the Origin's Staff, and fire Aer at everyone. They are flung into the air, afterward I shoot Terra at them, slamming them to the ground.
And I take some Molten Flux to drink. Afterword, I start mining for Null Crystals near the void. 2/4 3 Null Crystals. +1 from the partystarter. This is the last thing on my checklist... I need those null crystals to up the party. I then help the one with ships two times. I then use the Origin's Staff to shoot sky lasers for a light show by randomly shooting 50 of each primal. Also, when I am not targeting someone in the arena it actually uses the charges. Afterward, I shoot some Life Force and Insanity into that partying town, making the actual town come alive and start dancing, with the flash mob being so good that it is insane. He solidifies another one, then unloads round after round after round into nimble before he does his crowd-control attack, both countering the action and sending nimble flying back into the wall from knockback.

(I'm assuming that we can take actions in both the emerald arena and the battlefield, since having it otherwise would be completely counterproductive to what you wanted twin: which is to speed things up)

Phobos clenches his fist, and part of his shadow aura solidifies into a massive machine gun, the kind you see mounted on tanks. He solidifies another one, then unloads round after round after round into nimble before he does his crowd-control attack, both countering the action and sending nimble flying back into the wall from knockback.
